Prison can be and is what the inmate makes it. There are resources that are available to help inmates with drug problems. There are programs for anger management and parenting classes. So, a lot of the time it is up to the inmate to enroll and take advantage of there time and rehabilitate themselves. There is also the prison that you are in a cell locked down 23 hours a day and get an hour out a day to shower and stretch. Those places are for punishment and they don't offer any way to get help and end up right back there.
